Intelligence report.

Preparations for counter-attack by Szechuen on Hupei and for Canton advance to Yangtze continue to be made but internal dissensions amongst members of both southern and northern leagues still prevent any definite movement by either side.

Recent run on Bank of China and Bank of Communica- tions, which was probably engineered by a third political clique, threatened to cause complete disappearance of central government, but northern league decided that time was not ripe for such disappearance and have apparently disgorged sufficient funds to enable present cabinet to continue its nominal existence as long as Washington conference is in session.
